Passengers have always been using certain places to rest during their travels. At first this referred to natural shelters from rain, wind and other adverse weather conditions, and since there were not many natural shelters, people started building points where they could take a break, refresh themselves and have some rest.
Many routes in the history depended on the locations of the stops along the route of travel. This location was supposed to provide the travellers with safety to take a rest, refreshment, possibility to change their horses and be able to continue their travel. The distance between the stops was determined by the speed of the mean of transport (horse, carriage).
The abovementioned historical development points to the importance and justification of the services along the motorways, which enable increase of speed and the capacity of transporting goods and services with the development of contemporary means of transport in road traffic.
The term "road service facilities" (RSF) is used for all rest areas which consist of the facilities that ensure all the needs of supply and refreshment to the motorway users.
Autocesta Rijeka-Zagreb d.d. as the concessionaire, according to Article 25 of the Concession Agreement, acquired the right to construct secondary facilities, having the right to install, expand, construct, own and/or sublicense or sublease any secondary facility on its own or through any other subconcessionaire appointed by Autocesta Rijeka-Zagreb d.d., including shops, offices, buildings, gas stations, restaurants, parking lots, billboards, recreation parks and other facilities on, under, above or along the tolled motorway. According to the regulations, Autocesta Rijeka-Zagreb d.d. is to some extent entitled to acquire ownership rights over road service facilities.
